Historical Central Working Committee Meeting in Jammu Date : 19th to 21st October, 2011


The Historical event of National Union of Postmen and Gr. ‘D’/MTS CHQ took place at Sant Ravidas Sabha Bhishman, Jammu J & K Circle by holding CWC during 19 to 21st October, 2011 under the Presidentship of Shri C.P. Nayi President NUPE, P-IV CHQ.

All CWC members actively took part and discussed the problems of Postmen and Gr. ‘D’ MTS in length. Almost all CHQ Office bearers and Circle Secretaries attended CWC except Tamil nadu and Orissa Circle, Assam North East and Himachal Pradesh.

Shri T.N. Rahate G/S focus on each and every issue raised and gave clarification Shri C.P. Nayi President also gave directions to the CWC and after prolong debate following resolutions passed unanimously.

1) Department should fill up all vacant post and additional justification post of Postmen, Group ‘D’ MTS Gr. ‘C’ from of year 2000 to 2008 and 2011 immediately.

2) Department should immediately stop single deliver system and provide two deliveries to Metro Cities and all A-1 and A-2 Cities through out the country.

3) For smooth functioning department should abolish nodel delivery system though out India and especially in Gujarat, West Bengal, Maharashtra (Mumbai GPO) and Karnataka Circle.

4) Department should issue guidelines to all administrative officers to stop victimization of staff like Rule 37 transfer cases of Gujarat.

5) Department should issue strict orders to all concerning authorities to settle all pending cases of stepping up and pay fixation of Postmen Cadre through out country.

6) Department should issue strict instructions to all concerned officers to hold regular punctual periodical meetings at Divisional, Circle, Regional and Directorate level.

7) This CWC resolve that department must increase the double duty allowance, holiday duty allowance of Postmen and Gr. ‘D’ / MTS Staff immediately.

8) Department should supply all kit items to eligible staff timely with good quality uniform.

9) This CWC after prolong discussion unanimously resolve that department should stop harassment of Postmen and Gr. ‘D’ / MTS Staff of J & K Circle. The Circle administration should take note of this resolution and try to minimize the tension for smooth functioning of services in the larger interest of staff and department.

10) This CWC resolve to oppose the present system of PFRDA and demand for withdrawal of this system.
