OFFICE MEMORANDUM

Subject: Launching of Web Based software solution for Cadre Management of CSS - Requests for cadre clearance and filing of Immovable Property details reg.

As Ministries/ Departments are aware that the Web Based Cadre Management system for CSS is currently hosted at http://10.21.145.125

2. Verification of data Nodal officers for the Web Based Cadre Management are once again requested to verify the data in respect of all CSS Officers posted in the Ministries/ Departments concerned to ensure that complete data in respect of each and every CSS officer is available in the system. Nodal officers who have not yet obtained user id and password are again advised to furnish their details at email id: wbcm-dopt@nic.in so that these could be emailed to them. Individual CSS Officers are also advised to verify their data by logging in to the system with the user id which is a combination of eight digit date of birth followed by first four letters of their name i.e.: ddmmyyyyabcd. The common password is apple 123. As complete data particularly promotion and experience details are necessary to effectively use the system for cadre management activities, active cooperation of all CSS officers is requested.

3. Cadre clearance for deputation Ministries / Departments are again requested to forward applications for cadre clearance for deputation through the web based cadre management system also.

4. Voluntary Retirement Application seeking voluntary retirement should also be filed through the system. A print out of the copy of the application is required to be taken, duly signed and submitted to the nodal officer for processing. The nodal officer will forward the application online to this Department for further processing in respect of US and above level officers.

5. Immovable Property Return All CSS Officers are also requested to file their immovable property return through the web based system also, in addition to the conventional method of filing of paper returns.

6. APAR monitoring As reporting of APARS will be monitored through the web based cadre management system nodal officers concerned are once again requested to feed necessary details in the system prior to issue of forms to the individual employees for 2012-13 and also regularly update the progress in the system for effective monitoring of completion of APAR.

7. Ministries / Departments are requested to bring this circular to the notice of all CSS Officers.

Subject : Introduction of Annual Medical Examination for the Group ‘A’ officers of Central Civil Services of age 40 years and above.

In continuation with this Department’s OM of even number dated 1st February, 2012 on the above subject, the undersigned is directed to enclose herewith the following:-

(i) Full address of 26 Hospitals in Delhi/NCR circulated alongwith above mentioned OM dated 1st February 2012.

(ii) List of empanelled Hospitals for undergoing Annual Medical Examination in the cities (other than Delhi/NCR) as provided by Ministry of Health & Family Welfare vide OM No. A-17020/1/2010-MS dated 28.12.12. If any clarification in respect of these empanelled hospitals as mentioned in the enclosed list is required, the same may be obtained directly from Ministry of Health & Family Welfare.

OFFICE MEMORANDUM

Subject : Recruitment to the four posts of junior Hindi Translator on ad-hoc basis against short 
term vacancy in the Department of Personnel & Training -

The undersigned is directed to say that four pasts of junior Hindi Translator in the pay structure of PB-2(Rs.9300-34800/-) and Grade Pay of Rs.4200/- are required to be filled up on ad-hoc basis in the Department of Personnel and Training from amongst CSSS/CSCS staff of Ministry of Personnel, Public Grievances and Pensions till such time the regular candidates to be nominated by the Department of Official Language become available. The eligibility conditions and experience required for the post are mentioned in Annexure-I. Pay of the selected person will be regulated in accordance with the Ministry of Finance (Department uof Expenditure)’s Orders in force from time to time.

2. Selected persons shall be appointed purely on ad-hoc basis and they shall have no claim/ right for their absorption to ie post of Junior Hindi Translator in the Central Secretariat official Language Service (Group ‘B’). Officers who volunteer for the posts will not be allowed to withdraw their name later on. Applications which are not accompanied by the Bio Data in the prescribed form at Annexure-II will not be considered. If felt necessary, a proficiency test may be conducted for assessing suitability of applicants for appointment to the posts of Junior Hindi Translator.

3. All Sections/Divisions under Ministry of Personnel, Public Grievances and Pensions are, therefore, requested to circulate the post amongst their staff and applications of those Officials who are eligible and who can be spared immediately may be forwarded along with their upto date CR Dossier and Vigilance clearance to this Ministry within 15 days of issue of this circular. The applications received without CR Dossier or after due date or without the countersign nature of the Controlling Officer of the Candidate (i.e. without verifying the particular of the candidates mentioned in the application form), will not be considered.

Subject: Nomination of Area Welfare Officers for the calendar years 2013 and 2014 for Delhi / New Delhi and Outside Delhi.

The Department of Personnel & Training nominates Gazetted Officers as Area Welfare Officers (AWOs) for residential colonies to look after the welfare of Central Govt. employees and their families residing in these colonies. This Department invites fresh applications from all Ministries/Departments of Government of India for the areas indicated in the enclosed list. As stated in OM of even no.dated 15-10-2012 calling for applications for nomination as AWO, an AWO is only a functional arrangement to provide a link between the Central Government employees residing in various colonies and the concerned civic and other agencies providing service to them. A list of functions of AWO is enclosed. The functions of AWOs are official in nature and are performed by them on honorary and on a voluntary basis. Only those officers who are willing to function as AWO and can spare time for welfare work will be considered for nomination. The AWO serves as a vital link between the Government and residents in various matters relating to the welfare of Government employees residing in various colonies.

2. The tenure of the AWOs shall be for a period of two years (commencing from the date of appointment and upto 31-12-2014) or till the services are required by the Government whichever is earlier. The AWOs are entitled to use office stationery and service postage stamps etc. for discharging their duties as AWO. They are allowed to leave office, with prior permission, for meeting the civic/police authorities for solving the problems of the residents of their localities.

3. The applicant should however, not be an office bearer of Central Government employees or any other Residents Welfare Association. Further, officers seeking appointment as AWO should preferably have a residential telephone. No telephone / reimbursement of Telephone rent, facility will be admissible to AWO nominated by DOPT.

4. Applications from those officers, who are willing to work in honorary and voluntary capacity, as Area Welfare Officers may be forwarded duly recommended by the authority concerned in the Department/administration and must reach the undersigned within 15 days from the date of issue of this Office Memorandum. A format for application is also enclosed.
