Subject: Web Based software solution for Cadre Management System of CSS - Maintenance of APARs for the year 2012-13 onwards - reg.

The undersigned is directed lo invite attention to this Departments OM of even number dated 22.04.2013 on the subject noted above. All the participating Ministries/Departments of CSS were requested that the APARs for the year 2012-13 onwards in respect of officers of Under Secretary grade and above of CSS should be entered in Cadre Management System (CMS) before for warding the same to this Department. However, this Department is still receiving hardcopy of APARs of officers without the relevant entries in the software. APARs not entered in the CMS are being returned to the concerned Ministries/Departments.

2. AIl the Ministries/Departments are again requested that before sending the hardcopy of APARs of CSS officers to this Department it should be ensured that all the relevant entries are made available in the CMS software.

Subject: Lower Division Grade Limited Departmental Competitive Examination for Group ‘C’ Staff, 2013 (Grade Pay of Rs.1800) Regulations, 2010 -regarding.

The undersigned is directed to refer to this Department’s O.M. of even number dated 12.12.2012 and subsequent reminder dated 18.02.2013 and 22.3.2013 by which all the CSCS Cadre Units were requested to furnish the vacancy position for Lower Division Grade Limited Departmental Competitive Examination for Group ‘C’ Staff 2013, (Grade Pay of Rs. 1800) to this Department in the prescribed proforma. The requisite information has not been received so far from majority of the Cadre Units.

2. The following defaulting CSCS Cadre Units are once again requested to furnish the said vacancy position to this Department in the prescribed proforma latest by 17.05.2013.

Subject: Non-relieving of Section Officers covered under RTP - regarding.

The undersigned is directed to refer to this Department OMs of even number dated 06.02.2013, 15.03.2013 and 12.04.2013 vide which all the Cadre Units were requested to relieve the officers covered under RTP orders dated 21.12.2012 and 09.01.2013. As per the records available in this office, a number of Section Officers included in the said orders have not been relieved by the Cadre Units concerned as yet.

2. Non-compliance of RTP orders by various Cadre Units has led to various administrative difficulties for DOP&T in smooth cadre management DOP&T is well aware of the fact that large number of vacancies exists across the 42 Cadre Units. UPSC had conducted the Limited Departmental Competitive Examination (LDCE) for Section Officer grade for 2009, 2010 & 2011 and the result of the written part of the examination has already been declared. After declaration of the final results by UPSC, which is expected shortly, almost all the vacancies in Section Officers’ grade across Cadre Units of CSS would be filled up.

3. This is a transitional phase and the Cadre Units are requested to cooperate with DOP&T during this phase. It is, therefore once again requested that all the offƬcers, who have not yet been relieved, may be relieved immediately.

Duty Pass Quota for Railway Employees
Quota for Railway Employees

A limited number of berths/seats have been earmarked in Rajdhani, Shatabdi and Duronto Express Trains in all classes and in air-conditioned class of Jan Shatabdi Express Trains as Duty Pass Quota against which serving/retired railway employees can book berths/ seats against Duty/Privilege/Post Retirement Complimentary passes. In these trains, booking of passengers who hold complimentary passes is also done against the Duty Pass Quota. This restriction is not applicable to other Mail/Express Trains. 
With a view to providing enhanced accommodation and increasing the availability of berths/seats, various steps are taken which include augmentation of the composition of existing trains, increasing frequency of trains and introduction of new trains subject to operational feasibility. 

The above report has been submitted as written reply to a question in the Parliament by the Minister of State for Railways Shri.Adhir Ranjan Chowdhury on 25th April, 2013.
