The below statement was stated by Shri.Namonarain Meena in Lok Sabha in a written reply to a question on 3rd May, 2013 about the increase in the rate of Dearness allowance to Central Government employees is in  proportion to the increase in the rate of inflation.

As per the recommendations of the Sixth Central Pay Commission, the Dearness Allowance (DA) is given to Central Government employees in January and June every year based on last 12 month average of all India Consumer Price Index for Industrial Workers (2001=100).

The increase in the rate of DA to the Central Government employees is in proportion to the increase in the rate of inflation in the country. The fraction of inflation is carried forward.

Furnishing Wrong Information 

There are a number of cases where an applicant has filed first appeal with the First Appellate Authority in the Public Authority concerned and second appeal/complaint with the Central Information Commission/State Information , as the case may be, inter-alia, due to the following reasons:

(i) Non-receipt of information within prescribed time;

(ii) Denial of request of information;

(iii) If he/she believes that incomplete/misleading or false information under this Act has been given by the Public Information Officer.

The number of second appeals/complaints registered by the Central Information Commission during three years is as under:

The Right to Information Act, 2005 already provides for imposition of penalty and recommendation of disciplinary action by the Central Information Commission/State Information Commission, as the case may be, against the Public Information Officer who has knowingly given incorrect, incomplete or misleading information under the RTI Act. The CIC/SICs have been imposing such penalties and also recommending disciplinary action against such Public Information Officers.

This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by  Shri Bharat Ram Meghwal  today.

Sub: Promotion in the grade of Private Secretary from Stenographer Grade-I.

It has been decided to promote the individuals as per enclosed Annexure 'A’ to the grade of Private Secretary in the Pay Band-II Rs 9300-34800 plus Grade Pay Rs. 4600/- with immediate effect or from the date of assumption of charge whichever is later and retain them to same office. The Part II office order may be published simultaneously.

2. Before promoting the individual, it may please be ensured that none of the circumstances enumerated in Para 2 DOP&T OM No. 22011/4/91-extt (A) dated 14.09.92 has arisen before promotion. If such circumstances have arisen, the promotion shall not be released and instead treat the case as a deemed sealed
 cover case in terms of para 7 of the said OM. It may please be ensured that none of the Steno Grade-I, who are undergoing the period of penalty are promoted till the expiry of the period of penalty. The promotion orders notified should also indicate that they have been selected for promotion to Private Secretary (Group ‘B’) by the PCsDA/CsDA.

3. Case of refusal on promotion may please be dealt with by the Controllers themselves as the appointing authorities in the light of provisions contained in DP&AR OM No. 22034/3/81-Estt. (D) dated 01/10/81 & this HQrs may please be informed accordingly.

4 While issuing order of promotion, the attention of the individuals may please be drawn to the provisions of Ministry of Personnel, Public Grievances & Pension (DOP&T) OM No. 01/12/97-Estt (Pay) dated 23.04.99 and clarification No. 2 of GOI, Ministry of Finance,  Department of Expenditure No.01/01/2008-IC dated 13.09.08 regarding exercising of an option by them for fixation of their pay as Private Secretary.

The same is applicable for German (Foreign) Language Contractual Teachers which is given as follows:


The German (Foreign) Language Teachers are appointed for Classes VI -VIII and also for Class IX - X, if required as an additional/optional/hobby subject.

Subject : Extension of ‘range of seniority’ for promotion of Stenographers Grade ‘D’ to Personal Assistant (PA) Grade of CSSS for the Select List Year 2011.

The undersigned is directed refer to this Department’s O.M. of even number dated 1.1.2013 on the subject mentioned above and to say that it has been decided to extend the ‘range of seniority’ (zone of promotion) for making additions to the Select List of PA Grade (Seniorty Quota) of CSSS for the Select List Year 2011 in respect of Steno Grade ‘D’ belonging to SC category as follows:

All unabsorbed and eligible Stenographers Grade ‘D’ upto the 
Common Seniority List Number 2062 of SLY-2000 of 
Steno Grade ‘D’ issued vide this Department’s O.M. No.20/15/2009-CS-II(C) 
dated 19.4.2011

2. All the Cadre Units of CSSS are requested to place the cases of all eligible Stenographers Grade ‘D’, who are covered within the above prescribed ‘range of seniority’ and who have not yet been included earlier in the Select List of PAs of CSSS, before the Departmental Promotion Committee (DPC) to assess their suitability or otherwise for promotion to the PA Grade of CSSS. The recommendations of the DPC along-with vigilance clearance in respect of all the eligible officer(s) concerned who are working in the Cadres Units including those who have been transferred to the Cadre Units from other Cadre Units on their ad-hoc promotion to PA Grade of CSSS, may be furnished to this Department in the Annexure-I.

3. Cadre Units are also requested to get the Annexure-II filled up from the concerned Steno Grade ‘D’ who have been found suitable for promotion as PA and forward the same along with the recommendations of the DPC and vigilance clearance. In case, no option for preference for posting is received from any official the nomination/transfer shall be made keeping in view the number of vacancies in Cadre Units of CSSS. It is requested that complete information in the prescribed annexures may be furnished to this Department Latest by 31.5.2013 positively sothat a consolidated order may be issued by this Department.
