UK Labour Leader Jeremy Corbyn receives Sean MacBride peace prize in Geneva

After his landmark speech to the United Nations in Geneva, Labour leader Jeremy Corbyn was awarded a highly prestigious international peace prize. The award ceremony was held  in the presence of the Mayor of Geneva and invited guests, including a UNI Global Union delegation led by General Secretary Philip Jennings, alongside the General Secretary of the ITUC, Sharan Burrow.
The International Peace Bureau awarded Jeremy Corbyn, the Sean MacBride Peace Prize which is given each year in memory of the Irish peace campaigner, a Nobel Peace Prize winner in 1974.
After the ceremony on Friday, UNI GS, Philip Jennings said, “It’s fitting that Jeremy Corbyn has been given this award, just two days before ICAN, the International Campaign for the Abolition of Nuclear Weapons receives the Nobel Peace Prize.
On behalf of all our UK affiliates and all of our 20 million affiliates around the world we congratulate him. Peace and unions go hand-in-hand – they are as Reiner Braun, the head of the IPB, put it ‘two-sides of the same coin’. Jeremy Corbyn is a former union official and someone who has dedicated his political life to peace, and we salute him.
“We look forward to welcoming Jeremy to our World Congress next year in Liverpool.”
Corbyn was given the prestigious award for his ‘sustained and powerful political work for disarmament and peace’, and for looking for ‘alternatives to war’.
ITUC General Secretary, Sharan Burrow had the honour of delivering the introductory address for the UK Labour leader, saying that peace was in his DNA and that he offered a beacon of hope for working people trapped in low wage, insecure and often unsafe work or even modern slavery.

Burrow said, “Jeremy Corbyn’s pledge that the next Labour government is committed to supporting the efforts of the United Nations for a legally binding instrument on transnational corporations and human rights indeed deepens the possibility of a more just world.”

Jeremy Corbyn, in accepting the Award, reiterated the four major threats to a common humanity he had highlighted to the UN earlier that day: climate change; the refugee crisis, the ‘bomb first, think later’ approach to conflict; and the growing concentration of unaccountable wealth and power in the hands of a tiny corporate elite.

“We have a common responsibility and a common destiny. I urge all of you to do everything within your means to create a new reality in which the values of equality, humanity and peace are uppermost,” concluded Corbyn.
Political activist, philosopher, and historian Noam Chomsky was the other winner of this year’s Sean MacBride Award

            Extension of deadline till 31.3.18 for submission of Aadhaar number, and Permanent Account Number or Form 60 by client to the reporting entity  After considering various representations received and inputs received from Banks, it has been decided to notify 31stMarch, 2018 or six months from the date of commencement of account based relationship by the client, whichever is later, as the date of submission of the Aadhaar number, and Permanent Account Number or Form 60 by the clients to the reporting entity. Necessary notification in this regard has been issued.

            It may be recalled that earlier Under the provisions of Prevention of Money-laundering (Maintenance of Records) Second Amendment Rules, 2017, published in the Extraordinary Gazette of India vide G.S.R. 538 (E) dated 01.06.2017, it was provided that

            i)      In case the client, eligible to be enrolled for Aadhaar and obtain a Permanent Account Number does not submit the Aadhaar number or the Permanent Account Number at the time of commencement of an account based relationship with a reporting entity, the client shall submit the same within a period of six months from the date of the commencement of the account based relationship. Provided that the clients, eligible to be enrolled for Aadhaar and obtain the Permanent Account Number, already having an account based relationship with reporting entities prior to date of this notification, the client shall submit the Aadhaar number and Permanent Account Number by 31st December, 2017.

            (ii)    In case the client fails to submit the Aadhaar number and Permanent Account Number within the aforesaid six months period, the said account shall cease to be operational till the time the Aadhaar number and Permanent Account Number is submitted by the client.  Provided that in case client already having an account based relationship with reporting entities prior to date of this notification fails to submit the Aadhaar number and Permanent Account Number by 31st December, 2017, the said account shall cease to be operational till the time the Aadhaar number and Permanent Account Number is submitted by the client.

Finance Minister said that in the Union Budget 2017-18, with the aim of creating an eco-system to make India a global hub for electronics manufacturing

The Union Finance Minister Shri Arun Jaitley holds his 6th Pre-Budget Consultation Meeting with Stakeholders from IT (Hardware &Software) Group;Highlights the steps taken by the present Government to make India a global hub for electronics manufacturing;
IT Sector Heads seek help from Government against Protectionist Policies; also seek Tax incentives for growth of the sector
The Union Minister of Finance and Corporate Affairs Shri Arun Jaitley said that to promote indigenous manufacturing of electronic goods, many steps have been taken by the present Government in last three years including rationalization of the tariff structure with extension of differential excise duty dispensation on specified electronic equipments and withdrawal of duty exemption etc. The Finance Minister said that in the Union Budget 2017-18, with the aim of creating an eco-system to make India a global hub for electronics manufacturing, the allocation for incentive schemes like M-SIPS and EDF has been exponentially increased to Rs 745 crores. The Finance Minister Shri Jaitley was making the Opening Remarks during his 6th Pre-Budget Consultation Meeting with Stakeholders from IT (Hardware &Software) Group in New Delhi today. Along with the Union Finance Minister Shri Jaitley, the Pre-Budget Consultation Meeting was also attended by the Minister of State, Shri S.PShukla, Dr. Hasmukh Adhia, Finance Secretary, Shri A.N. Jha, Secretary, Expenditure, Shri Subhash Chandra Garg, Secretary (Economic Affairs), Shri Ajay Prakash Sawhney, Secretary, MEITY, Dr. Arvind Subramanian, Chief Economic Adviser (CEA), Shri Sushil Kumar Chandra, Chairman, CBDT and other senior officers of the Ministry of Finance.
Stakeholders from IT Group who attended today’s meeting included Shri Thejesh GN, Co-Founder, Datameet, Shri T.V. Ramchandran, President, Broadband India Forum, Shri N.K. The IT sector representatives invited the attention of Minister to the fact that India’s competence in IT-Software is recognized globally. In recent times, software development and information technology enabled services (ITeS) including business process outsourcing (BPO)/ knowledge process outsourcing services (KPO) industry in India has emerged as one of the most dynamic and vibrant sectors in India’s economy with huge employment potential. They however pointed out that considering some recent protectionist and discriminatory policies followed by other countries, the IT sector would need Government’s help at Policy level to ensure combat visa restrictions issues as also to ensure our economic interests. Similar to steps taken in previous budget to promote indigenous manufacturing of electronic goods, more steps to include rationalization of the tariff structure with extension of differential excise duty dispensation to mobile handsets/ tablet computers and other specified electronic equipment, should be taken in the forthcoming budget for Promoting Broadband; Access for easier fund for Telecom; Tax free Bond for Telecom; Lowering GST on Telecom services to 12 per cent instead of 18 per cent; BCD on all non ITA-1 products; Depreciation benefits for Make in India; Promote components hub; Keep Electronics Sector out of RCEP and increase import duty on Mobile handsets.

THE RAILWAYS has stopped an employment initiative launched in 2004, when it started giving jobs to children of employees in the lower tier.


The Liberalised Active Retirement Scheme for Guaranteed Employment for Safety Staff (LARSGESS), which was started during former railway minister Nitish Kumar’s term in 2004, was suspended indefinitely last month following an order from the Rail Ministry. The order issued to all zonal railways stated: “Keep LARSGESS on hold till further orders.”
The move comes after the Punjab and Haryana High Court said in July, while hearing a case over the scheme, that it violated the Constitution on the “principle of equal opportunity” for all in government jobs.
“Such a policy was violative of Article 14 and 16 of the Constitution of India..,” the court found. It asked the Railways to “revisit the offending policy keeping in view the principle of equal opportunity in public employment….”
The High Court’s order has put the government in a quandary because in the past, the Kerala High Court and Patna High Court had found merit in the scheme. “Since there are different judgments on the same issue across India, we want to approach the Supreme Court and get a verdict once and for all,” a senior Railway ministry official said.
The LARSGESS scheme was based on the line that in jobs related to safety — drivers, gangmen, etc — one requires quick reflexes and agility, which a person may not possess after a certain age. The scheme was aimed at encouraging ageing employees to retire by offering the same job to their children. Since 2004, approximately 20,000 jobs were given to children of railwaymen under LARSGESS.
The government’s latest move, however, has railway unions up in arms. In meetings with the Railway Board over two days last week, the unions demanded that the scheme be continued in all areas where courts have not delivered any adverse judgment.
“Agreed that it can’t be continued in North India and West India because the high courts in Ahmedabad in the past and Chandigarh have given negative orders. But that does not stop this scheme in the rest of the country outside the jurisdiction of these courts,” Shiv Gogal Mishra, head of All Indian Railwaymen’s Federation, the largest union, said.
According to qualifying criteria for this scheme, the beneficiary employee should have put in up to 33 years of service and be in the age group of 50-57 years — the norms vary depending on the job.
The scheme was initially open only to gangmen and drivers but expanded over the years to include a range of positions, such as pointsman, shuntman, leverman, gateman, trolleyman, Khalasi/Khalasi Helper redesignated as Helper, etc.
LARSGESS was notified in January 2004 following a safety workshop held by the Railways in 2003, when three accidents resulted in the deaths of over 100 passengers.

 Delegation explained slavery life of GDS in detail and explained how Central  Governments ignored the poor GDS in consideration of medical, pension and welfare schemes.

 He promised the delegation that he will raise the issue in Question Hour in Parliament and write down some questions regarding implementation of Kamlesh Chandra's pay Committee report. ..

DOPT trying best to clear backlog of promotions: Dr Jitendra Singh
The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that the Department of Personnel & Training (DoPT) is trying its best to clear the backlog of promotions which had accumulated for several years. He said, while the Government led by the Prime Minister Shri Narendra Modi follows a policy of zero tolerance towards corrupt and non-performing officers, at the same time it is also supportive towards performing officers of integrity.
Dr Jitendra Singh was responding to a delegation of Central Secretariat employees who called on him here today and sought his intervention for timely promotion of lower grade staff members. They also submitted a memorandum on behalf the Central Secretariat MTS Association, wherein it was submitted that many of the lowermost working professionals in the Government of India get deprived of even single promotion during their entire service tenure.
Dr Jitendra Singh said, in order to bring in the ease of governance as well as objectivity in empanelments, the government has, in the last three years, improvised upon the procedures so as to ensure that there are no subjective preferences involved in carrying out the promotions. The procedures have been made more hi-tech using sophisticated technology tools to minimize the human interface, he added.
He said that in the past, every government took credit for bringing in a new legislation or rule while this government has done away with nearly 1500 rules which were either obsolete or had become irrelevant with the passage of time. All this is meant not only to ensure effective and timely delivery of outcomes for the public, but also to enable the employees to perform to the best of their ability, he added.
Dr Jitendra Singh said, he himself personally feels disturbed to come across cases where some of the employees working in the lowest rung of administration spend their entire service tenure of 30 to 35 years without securing a single promotion. He said, he has discussed the issue with all the senior officers in the Ministry and several innovative means are being evolved to avoid stagnation at middle and lower rungs of administration.
Dr Jitendra Singh also regretted that in a large number of cases, stagnation in promotions was the result of litigation amongst the employees themselves and even though the DoPT tries its best to put forward its view in the court of law, the delay becomes inevitable.

We met with DDG (P), DDG (SR & Legal), DDG Estate, DDG (Est.) and other DDG, Department of Posts,  Directors and discussed various issues of Postman, MTS Staff.
1-Discussed recruitment on all vacant posts of Postman MTS for year 2009 to 2017 at all Postal Circles.
Model Rules for recruitment of Postman MTS are under preparation and in near future will be sent email; and published and will be kept on India post website for one month for making suggestions on these Model Rule and upto March 2018 Rules for Recruitment will be amended.
Recruitment after March 2018 will be made according to new Rules.

We are trying that in amended Rules 100% Postman Recruitment should be from MTS and GDS;only  ( 25% from Seniority-cum-Fitness and 75% from Examination.)

For MTS Recruitment 100% from GDS; (25% on Seniority-cum-Fitness and 50% through Examination.25% from Casual Labour; if Casual Labour are not available those post will be filled from GDS.)
This change in Recruitment Rules are brought by FNPO angle.

2-Departmental Council Meeting.
We are trying for holding Departmental Council Meeting up  to December last and hope it will be held.

3-Fixed Monetary Allowance
7th CPC recommended Fixed Monthly Allowance for  postmen beat full and divided Beat as per incorrect information provided by the Postal Department i.e. Rs 48/24 instead of Rs 98/50. We have already taken the issue; now the Department will take the matter with DOPT for making necessary changes to increase the Fixed Monetary Allowance.

4-Regarding New Design of Uniform and Dress Allowance
Discussed and it was told that new design of Uniform is approved and Minister wants to inaugurate this design Uniform likely in the month of January 2018.
Rs. 5000/- per year for one Dress Allowance will be paid. We have demanded Rs. 10,000/- and our demand has been recommended and sent to DOPT till than Rs. 5000/- will be paid.

5-MACP Related order dated 04.11.2013-  ignoring TBOP/BCR for Postman, MTS
The matter is still pending and nowhere it is implemented. The DDG( P) agreed to examine the case and the necessary Orders for implementation of MACP ignoring TBOP/BCR will be issued early.
6- Union Representatives should be guided how to keep the relations with the Subordinate Staff and Union Representatives to newly Recruited IPS Officers under Training at...........
Discussed with DDG (P) regarding Training subject of IPS Officers that they should be guided how to keep the relations with the Subordinate Staff and Union Representatives at all level for cordial relations in the larger interest of Staff and Administration. DDG (P) appreciated our suggestion and assured for doing the needful.
